Comply with Cleveland's Lead Safe Ordinance
Can public housing authorities be subject to local regulation?
It appears that Cleveland's Residents First legislation was designed to exempt Cuyahoga Metropolitan Housing Authority from Cleveland's rental registration program. That has two consequeses:
CMHA tenant complaints are not followed up by Cleveland Department of Building and Housing in violation of Constitutional "equal protection" clauses.
CMHA is not required to be lead safe certified.

Landlords, SMHA voice concern over Canton's proposed hike for rental registration "Under the proposed rental registration changes, the Stark Metropolitan Housing Authority would be required to begin registering its rental units with the city and would be required to pay $80 per registered unit. SMHA previously was specifically excluded from the registration requirement. Mayor William V. Sherer II said not charging SMHA a registration fee isn’t fair to the other landlords, especially when city resources are used to address complaints at SMHA-owned properties."
